Reminds me of the "tool" I created to manage staffing commitments for a 800+ person org using a spreadsheet. It survived for 5+ years (incl. my departure of the team), pushed the cloud-based product to its limit and annoyed many managers (sorry, not sorry). It was eventually replaced by workforce planning software which took ~ 2 years to launch I believe (wasn't involved).
